Weatherization

The Weatherization program is designed to address the needs of cost-burdened, low-income Ocean County residents, unable to afford the added expense of repairing or replacing items in their home that if repaired or replaced, could help them reduce or eliminate high energy bills.

Eligibility is based on income guidelines from the federal government.

Program services include, but are not limited to:

  • Energy audit
  • Broken glass repair 
  • Weather-stripping and/or caulking of doors and windows
  • Insulating attics and crawlspaces
  • Replacement of primary doors and windows
  • Skirting mobile homes
  • Hot water heater jackets
  • Furnace repair or replacement
  • Hot water heater repair or replacement
Weatherization services are available to income eligible homeowners at no cost.  Services are available to tenants as well as homeowners.  If the applicant is renting, the landlord must agree to pay 25% of the cost of shell weatherization, and 50% of the cost for heating system replacement, in order for the tenant to receive services.  For questions or to request an application, please contact the Weatherization Department at (732) 244-9041, Ext. 17.
 

Home Energy Assistance

The Home Energy Universal Program provides assistance to households that meet income guidelines from the federal government and are unable to pay their heating bill due to hardship or circumstances beyond their control.  Assistance is provided through a one-time payment in a given heating season.  Emergency assistance for home energy clients is based on the availability of funds. 

Individual programs are:

Gift of Warmth: A one-time per year assistance program for customers of NJ Natural Gas (NJNG) who are having trouble paying their NJNG bill. Call Home Energy for information or to request an application at 732-244-9041.

NJ Shares: A one-time per year assistance program for customers of Jersey Central Power & Light, Atlantic Electric, and  New Jersey Natural Gas, who are having trouble paying their utility bill.  Assistance is available when funding permits.  Clients must schedule an appointment to meet with a member of the Home Energy staff to apply for funding.  Call Home Energy for information or to request an application at 732-244-9041.

Cooling Assistance: Applicants who meet income eligibility and have a doctor’s note documenting that they or a resident member of their household are in medical need of air conditioning during the summer heat, may receive cooling assistance if funds are available.  Call Home Energy for information or to request an application at 732-244-9041.

The goal of the Housing Division of O.C.E.A.N., Inc. is to increase the supply of safe, sanitary, and affordable housing in Ocean County and expand access to affordable housing for low-income households.

Services available through the Housing Division of O.C.E.A.N., Inc. are:
 
 
Rentals: O.C.E.A.N., Inc. provides affordable rental housing to low-income families by building new housing units or by rehabilitating existing units.  O.C.E.A.N., Inc. has completed and rents forty-six (46) single-family homes in Ocean County since this program began.

O.C.E.A.N., Inc.,  provides One-Bedroom Senior Rental units at the Macedonia/O.C.E.A.N., Inc. Senior Complex for income eligible senior residents.

Home Construction: O.C.E.A.N., Inc. is a registered builder in New Jersey.  The goal of the Home Construction Program is to assist low and moderate income families in realizing the American dream of owning their own home.
O.C.E.A.N., Inc. can assist families in locating available land, inform them on financial assistance programs available for homebuyers, and can build a home from a few select models.  To view sample models, click on the photo of the Home below.

Housing Counseling: O.C.E.A.N., Inc. is the US Department of Housing and Urban Development (HUD)’s certified housing counseling agency for Ocean County. The Housing Counselor provides counseling to clients on a variety of housing issues which can include: mortgage counseling, HECM (reverse mortgage), homeless prevention, foreclosure, default and delinquency, tenant/landlord mediation, and credit counseling.  Some FEMA funding is also available to assist eligible applicants with one month’s rent or mortgage payment in cases of emergency and to prevent homelessness. Interested individuals and families should contact the O.C.E.A.N., Inc. Housing Counselor (732-244-2351 Ext. 14).
   
First Time Home Buyer:

O.C.E.A.N., Inc. is the administrator for the Ocean County Consortium’s First Time Homebuyer program. The program brings together County government agencies with many area lenders including O.C.E.A.N., Inc. in a cooperative effort to increase the opportunity for homeownership among the county’s low to moderate income households. 

Interested individuals and families should contact the O.C.E.A.N., Inc. Housing Counselor (732-244-2351 Ext. 14).  The program utilizes HUD income guidelines to determine eligibility.  All eligible applicants must attend a free introductory seminar that covers the basics of home buying and homeownership including topics such as  determining how much you can afford, the importance of your credit report, the mortgage application process, and a review of homeownership responsibilities. 

Those who do not qualify for the First Time Homebuyer program may decide to utilize other O.C.E.A.N., Inc. Housing Counseling services to obtain assistance in developing a savings plan, repairing and maintaining good credit, and budgeting for homeownership.
