Jimmy Carter served as the 39th President of the United States from 1977 to 1981. On the very cold day of January 20, 1977, current and former OCEAN, Inc. staff (see attached list) and many others of the Toms River High School South Marching Indians participated in President Carter’s Inaugural Parade.
Jimmy and Rosalynn Carter decided to walk down Pennsylvania Avenue to the White House. As a result, the parade was delayed ensuring security inspections of all parade participants were completed by the secret service.
Carter was the first President to exit the motorcade car to walk the parade among the people. Since then, it has become a traditional part of the Inaugural Parade. Once somebody does something innovative, it becomes a tradition. His walk demonstrated his desire to make the president available for all citizens and wanted the people to feel they were going to be part of it.
During his presidency, his expansion of the national park system included protection of 103 million acres of Alaskan lands. To increase human and social services, he created the Department of Education and bolstered the Social Security system. He was awarded the 2002 Nobel Peace Prize for work to find peaceful solutions to international conflicts, to advance democracy and human rights, and to promote economic and social development.
